He graduated in History at the Autonomous University of Lisbon in 1986 and got his PhD in Information Sciences at the Complutense University of Madrid in 2003 (title registered in Portugal at the Universidade Nova de Lisboa in 2004).

Secretary-General of the Universidade Autónoma de Lisboa between 1993 and 2006, where he has worked since 1989.
Administrator of the Universidade Autónoma de Lisboa, responsible for Communication and External Relations and Social Action.

He is a professor at the Universidade Autónoma de Lisboa in the Department of Communication Sciences, as well as a guest professor at the Pontifical University of Salamanca (Campus de Madrid) in the 3rd cycle.

He is a visiting professor at the Higher Institute of Military Studies.

He is a member of the UNESCO chair, through the Communication Group of the Spanish Commission.

He is a researcher in the field of information sciences and regularly publishes in the written press under the motto of the “Information Society”.

He is the author of the monographs: “Bit Society, from the Information Society to the Knowledge Society” and “Butterfly Flight, Chronicles of the Information Society”.

Member of the Scientific and Pedagogical Councils of the Universidade Autónoma de Lisboa.
