Integrated Researcher at the Portuguese Institute of International Relations at Universidade Nova de Lisboa (IPRI-Nova) and associate researcher at OBSERVARE at UAL.
Consultant at the Calouste Gulbenkian Foundation and Guest Professor at the Faculty of Social and Human Sciences of the Universidade Nova de Lisboa and the Institute of National Defense.
He had a professional career in Public Administration in the Research, Prospective and Planning Departments 1974 – 2012: Group of Basic Studies of Industrial Economics (GEBEI), 1972- 1986 National Board of Scientific and Technological Research (JNICT), 1986 – 1994; Department of Prospective and Planning (DPP) of the Ministry of Economy from 1995 to 2006, where he was Director of Services, Deputy Director General and responsible for the area of Prospective and International Information; Advisor at the Department of Prospecting and Planning and International Relations of the Ministry of Economy, from 2007 to 2012.
Born in Lisbon in 1948, he has a degree in Economics from ISCEF and a PhD in International Relations from the Faculty of Social and Human Sciences of the Universidade Nova de Lisboa.
