Doctor in Political and Social Sciences from the Catholic University of Leuven (UCL), Belgium. Degree in Educational Sciences and Social Sciences (Sociology and Political Science) from the State University of Campinas (Unicamp), Brazil.
Assistant Professor at the Faculty of Social Sciences, Humanities and Arts (FCSHA) of the University of Cape Verde, of which he was Vice-Rector between 2006-2009.
He is currently coordinator of the Postgraduate courses in Social Sciences (PPGCS) and associate researcher at the Social Sciences Research Laboratory.
The research area of greatest interest concerns the formation and reconversion of Cape Verdean political-administration elites in the post-independence period.
