He was born in the village of Penamacor on March 11, 1962.

He teaches at the Universidade Autónoma de Lisboa, in the department of international relations, the curricular units of Theory of State and Political and Social Thought, as a Guest Professor.

Master in Political Science, by the Higher Institute of Labor and Business Sciences (ISCTE-IUL).
Degree in International Relations from the Universidade Autónoma de Lisboa (UAL).

Specialist with recognized experience and professional competence in the area of Political Science and Citizenship, under the terms of DL nº. 206/2009 of 31 August, by the Scientific Council of the Universidade Autónoma de Lisboa.

He held several public positions, including: Member of the Governments of António Guterres, Member of the Assembly of the Republic and the European Parliament, Secretary General of the Socialist Party and member of the Council of State.
