The summons for the protection of rights, freedoms and guarantees has gained public prominence with an exponential increase in the number of actions brought, for example, in matters of residence permits. Consequently, there has been an abundant production of case law from the higher administrative courts that justifies the analysis, criticism of issues and testing of the difficulties of new problems concerning the interpretation of the rules contained in the Code of Procedure in the Administrative Courts and that govern the summons for the protection of rights, freedoms and guarantees.

He received his PhD at the Faculty of Law of Universidade Nova de Lisboa (FDUNL), in the specialty of Administrative Law, with a doctoral thesis entitled The Resolution of Sports Conflicts: between Public Law and Private Law, Coimbra, Almedina, 2017 .
Master in Public Law in the specialty of Administrative Law at FDUNL. Degree in Law (Pre-Bologna), in the mention of Legal and Political by the Faculty of Law of the University of Lisbon.
He is Associate Professor at the Autonomous University of Lisbon.
More recently, the publication, in co-authorship, of the work Manual de Arbitragem and the coordination, in co-authorship, of the monograph Administrative Procedural Law, stands out.
He is co-coordinator of the FDUNL RAL Laboratory Yearbook.
He was a consultant to the Directorate-General for Justice Policy.
Research interests: Administrative Law; Constitutional right; Law and Technology; Sports Law; Alternative Dispute Resolution Means, in particular mediation and arbitration.
Isabel Celeste Fonseca
She holds a PhD in Legal and Political Sciences from the Faculty of Law of the University of Coimbra. She is an associate professor at the School of Law of the University of Minho (EDUM), director of the Master's Degree in Administrative Law and coordinator of the Specialized Training Course in Public Governance and Fundamental Rights in the Digital Age.
She is a researcher at the Research Center for Justice and Governance of the School of Law of the University of Minho, where she coordinated the project “Smart Cities and Law, E-Governance and Rights: Contributing to the Definition and Implementation of a Global Strategy for Smart Cities” (NORTE-01-0145-FEDER-000063), from 2021 to 2023.

Pedro Trovão do Rosário
He holds a PhD in Law (Constitutional Law – Political Law). He began teaching in higher education in September 1991, initially as a Law graduate, and since 2008 has a PhD in Law from UNED – Madrid. He has been a university lecturer continuously since 1991, always in the area of Law. He has taught and continues to teach in Bachelor’s, Master’s and Doctorate courses at Portuguese, Spanish and Brazilian Universities, as well as at the Portuguese Bar Association and also in higher education institutions in postgraduate and MBA courses.
He is the Supervisor of Doctoral Theses and Master's Dissertations, having participated as a Member (Chairman, Arguente or Member) in several Juries of Master's and Doctoral Degrees in Law, in European Universities. He has several publications in the field of Law, in Portugal, Spain and Brazil.
He is currently Associate Professor and Director of the Law Department at the Universidade Autónoma de Lisboa, President of the ECII – Ethical & Compliance International Institute. He was Vice-President of Fundación Universitária Internacional, based in Madrid.
It's Doctor Honoris Causa by ULAC – Latin American and Caribbean University, based in Caracas – Venezuela; Honorary Member of the Brazilian Lawyers Institute – IAB; International Member of the Commission on the Right to Education at the Brazilian Bar Association Section of the State of Rio de Janeiro and Emeritus Member of the Comparative Law Studies Commission of the Brazilian Bar Association (Rio de Janeiro – 57th subsection).
