Following the recent publication, in the form of Resolution of the Council of Ministers no. Mass Destruction”, whose study is very much justified, among other reasons, by the topicality of the subject and by the high harmfulness of the criminal practices that it aims to prevent and combat, OSCOT will hold on November 28, 2022, between 5:40 pm and at 8 pm, at the Universidade Autónoma de Lisboa, a scientific event with some of the greatest experts in the field.

Richard Betts, a renowned academic at Columbia University, considers that Strategic Studies (EE) are tributaries of Clausewitz's theory, by questioning the transformation of force into a rational instrument of politics. Bernard Brodie, in turn, states that Strategy is about the “how to do it”, while for Heitor Romana it is about responding, above all, to the “how to achieve it”.

In fact, in strategy, application is decisive (citing Napoleon Bonaparte), it is necessary to know and know how to do it, to avoid improvisation as a state of mind and resourcefulness as an attitude, in an expression by António Silva Ribeiro, Almirante CEMGFA.

Laundering is a crime of an economic and financial nature. Economic-financial crime is any form of non-violent crime that results in a financial loss (and the objective is an animus lucrandi).

With an international character, a nomadic activity by nature, money laundering constitutes the bridge that connects the world of crime to legitimate society. It presents itself as an endemic phenomenon, threatening the regular functioning of markets, which strongly undermines the fundamental pillars of society: basically, in strategic language, the economic aspect of crime is the “center of gravity” to be reached as the “heart” of the organized crime. In the words of Lilley (2001, p. 17), money is blood and the bleaching process can be seen as the heart and lungs of the system, as it allows money to be purified and put into circulation by the organism, ensuring their health and survival.

Security and Security Studies constitute a new locus of the EE, the object, an objective and a concern of OSCOT, taking into account, in particular, the problem of highly complex and transnational organized crime, as well as terrorism and its financing. , phenomena that have in the laundering an axial instrument in their operationalization, constituting a threat to National and International Security.
