The United Nations Convention on the Rights of the Child states that “… the child, for the full and harmonious development of his personality, must grow up within the family, in an environment of happiness, love and understanding.” The data indicate that core family and/or community-based care is the most likely way to meet the child's needs versus institutionally provided residential care. Throughout this presentation, the concept of home care service, the international legal framework, institutional actors in the planning, implementation, monitoring and evaluation phases of home care services will be described, as well as their processes, challenges, triumphs, lessons learned. and recommendations.
