Global challenges and impacts on conflict-affected countries

Among the main factors responsible for the crises affecting the 60 countries analyzed in the 2022 OECD State Fragility Report are the impacts of COVID-19, the Russian invasion of Ukraine and climate change.

The deterioration of international economic contexts, namely the growth of inflation, the increase in sovereign and private debts, and the disruption of energy and food production and supply chains, are affecting the majority of States, including the so-called “development partners”. ” and, consequently, the nature and volume of foreign aid.

In addition to the economy, several political and security issues affect sustainable growth and undermine international solidarity. Paradigmatic examples are the deterioration of security environments in Europe and Asia, with the corresponding increase in military expenditure, the failure to fulfill commitments in cooperation with countries of the “Global South” or in the fight against global warming, and the deterioration of conditions of life on the planet.

Therefore, the constraints on financing development cooperation show no signs of reversing in 2023. It is expected that, in the face of internal pressure, the governments of countries called “development partners” will face difficulties in releasing funds for international solidarity , despite successive declarations to the contrary, including at meetings of successive COPs, the G7 or the G20.
