He holds a degree in Chemical-Industrial Engineering from IST and a PhD in Economics from Universidade Católica Portuguesa, where he was Vice-Rector, Director of the Faculty of Economic and Business Sciences, and Director of the Center for Applied Studies.

He was a professor at several higher education institutions and universities.

Consultant for companies, Ministerial Offices and Public Institutes in the areas of privatization, evaluation of community programs, business strategies, industrial policy and regulation.

He has several studies and publications in the area of regulation and competition and business ethics.

He was Chairman of the Board of Directors of ICP‑ANACOM.

He is an Independent Director, Chairman of the Risk Committee and Vice-Chairman of the Risk and Compliance Committee at OMICLEAR.

He is Rector of the Autonomous University of Lisbon.
