Born on March 22, 1954. Degree in Economics from the Higher Institute of Economics (ISEG) of the University of Lisbon (1977). Specialist with recognized experience and professional competence in the area of Economics by the Scientific Council of UAL (2010 and 2014). In 2016, he completed the academic part of the Doctorate in International Relations – Geopolitics and Geoeconomics at UAL.

Assistant Professor at UAL, where he started his activity in 1995, he has been teaching, in recent years, International Business (degree in International Relations). Previously, he taught International Economic Policy (Bachelor in Management), Political Economy (Bachelor in Law) and International Trade (Postgraduate in International Business).

At ISEG, he performed teaching duties, on an exclusive basis, from 1976 to 1986, as an occasional assistant and assistant, and later as a guest assistant and guest assistant professor, until 2005. He was a member of the Board of Directors, of the Pedagogical Council and of the of Representatives. He was responsible for the courses of International Economics, International Marketing (Master's in International Economics) and Payment and Security Systems (Postgraduate in e-Business).

Under the scope of inter-university cooperation, he also conducted International Economics, at the University of the Azores (1980) and at the Eduardo Mondlane University (Maputo) (1984).

He has been, since 2018, Director of Banco Montepio and Vice-Chairman of the Board of Directors of the Portuguese Committee for UNICEF; between 2017-2018, he played roles as Board Adviser for business development and internationalization issues of SIBS International, SA. Between 2015 and 2018, he was a member of the General Council of Montepio Geral – Associação Mutualista. He has been, since 2013, Chairman of the Board of the General Assembly of ACEPI, Associação da Economia Digital and, between 2013 and 2016, he was a member of the jury for the entrepreneurship awards of the European Commission Representation in Lisbon.

He was Coordinator of the Market Research Area of the Montepio Geral Marketing Office (1986-1988) and Executive Director of Banco Comercial dos Açores (1989-1990). He then joined Unicre – IFIC, where he successively held the positions of Director, Deputy General Director, General Director and, between 2002 and 2014, Executive Director.

He was, on behalf of Unicre, member of the Boards of Directors of Visa Portugal – National Association of Visa Card Operators (2004-2008), and of Paywatch – Serviços Integrados de Segurança em Pagamentos, S.A, and manager of Consulprest, Lda. (1992-2003) and Equiprest, Lda (1995-2005).

Cumulatively, at Visa Europe, he was a member of the Products and Marketing Advisers Committee (1992-2003), and of the Acquirers Forum (1999-2004).

Taught short courses, inter alia, on migration and on the digital economy, at the National Institute of Administration, and on means of payment, at the University of Saratov (Russia) and at the Banking Training Institutes of Portugal and Angola.

In the field of scientific research, he was a member of the Board of Directors of CEDEP – Center for International Economic Studies, from 1978 to 2009, and carried out works on the international movement of manpower, for INIC, Volkswagen Foundation (RFA), Royal Economic Society (UK) and OECD Technical Cooperation Committee.

He has published several scientific works in Portugal, RFA, USA and Canada (namely, Breitenbach Publishers, International Migration Review, University of Ottawa Press, McGraw-Hill and Edições Colibri). He was a consultant for Galileu – Journal of Economics and Law.

Founding member of the Club of Geneva (since 2018), a non-profit association, constituted under Swiss law, bringing together members of various nationalities, whose purpose is the study of geopolitical and social problems of the contemporary world, in a neutral and impartial way.
