Advisor to the National Defense Institute. Advisor to the Board of Directors of Fundação Oriente. Member of the European Council on Foreign Relations. Member of the Portuguese Political Science Association. Member of the Scientific Council of the Real Instituto Elcano.

Former Counselor to President António Ramalho Eanes (1977-1986), to President Mário Soares (1986-1996) and to President Jorge Sampaio (1996-2006), he was Director of the Portuguese Institute of International Relations at Universidade Nova de Lisboa (2006-2011). ) and Guest Professor at Universidade Nova de Lisboa (2006-2020). He was a researcher at the Institute of Social Sciences of Universidade Nova de Lisboa and lecturer at several Portuguese university institutions since 1988.

Master in International Relations from the Institut d'Études Politiques in Paris and PhD in International Relations from Universidade Nova de Lisboa. He has published articles in Portuguese and international academic journals and is the author of O Pós-Werra Cria (Tinta-da-china, 2016); The Balance of Europe (Alêtheia, 2017); Raymond Aron and the Cold War (Alêtheia, 2018); The Return of Anarchy (Alêtheia, 2019); and O Mundo de Amanhã (Francisco Manuel dos Santos Foundation, 2020).
