Degree in Law from the Universidade Autónoma de Lisboa, Master in Law – Legal and Criminal Sciences, from the Faculty of Law of the University of Coimbra. Doctoral student in Law at the Autonomous University of Lisbon. Postgraduate in Legal-Criminal Sciences from the Faculty of Law of Coimbra, having completed the Advanced Specialization Course in Law, Justice and Citizenship in the 19th century. XXI, by the Faculties of Law and Economics of the University of Coimbra.

He has been teaching since 1998 at the Universidade Autónoma de Lisboa, where he teaches in the Law Degree and Communication Sciences courses, as well as in several Postgraduate courses.

Since July 2021, he has been a member of the National Data Protection Commission.

She is a collaborating researcher at Ratio Legis – Research and Development Center in Legal Sciences of the Law Department of the Universidade Autónoma de Lisboa (RL/UAL).

In his investigations, he has privileged Criminal Law and Criminal Procedure, the Rights of Children and Young People with regard to the right to responsibility and the Law of Child Soldiers, as well as the relationship between Justice and the media, with particular interest in the perspective of Human rights.

She has been advisor of Postgraduate reports, Professional reports for obtaining a master's degree, as well as advisor and examiner of master's dissertations.

Member of the Editorial Board of Fundamental Rights and Alterity Magazine, from the Catholic University of Salvador, Bahia, Brazil, is a Member of the Editorial Committee and Associate Editor of Legal Opinion Magazine, from Centro Universitário Unichristus, Fortaleza, Ceará, Brazil, also performing the role of evaluator of articles in the system double blind review. She is also a text evaluator of the Brazilian Journal of Criminal Sciences, from IBCCRIM: Brazilian Institute of Criminal Sciences.
